Executive recruitment company Monroe Consulting Group Philippines is recruiting on behalf of a financial technology company who offers face-to-face, online, and unattended payment solutions.

Job Summary
Our respected client is seeking an experienced Technology Expert of the highest professional standing and a background in deploying and developing new technologies, features, and products for the job of Chief Technology Officer.

The Chief Technology Officer is expected to develop and implement long-term strategies focused on both current and new technologies that can help the company go to market more effectively and, in turn, increase revenue through technological enhancements. The job is in Pasig City, Metro Manila, Philippines, and offers a WFH flexibility but is mostly onsite.

Key job responsibilities include:

  • Develops and implements the IT strategy and direction for the use of information technology to support the company's operations and, where possible, uses IT as an enabler for competitive advantage.
  • Direct the development and maintenance of assigned systems; ensure that systems development activity conforms to the company's systems development life cycle and quality standards; and that systems developed meet business user expectations.
  • Works with the management and systems and development heads to coordinate planning and implementation of systems requirements. Monitors and reviews IT initiatives, project plans, budgets, and timeframes and initiates corrective action where appropriate to ensure achievement of objectives.
  • Works closely with the company's product owners and business analysts to ensure that business priorities are properly queued and acted upon. Enforces project initiation policies and procedures.
  • Ensures and participates in post-implementation review of all IT projects to determine how well project objectives were met.
  • Oversees end-user services and ensures that appropriate and cost-effective IT facilities are provided to business units on a timely basis and maintained according to service level standards.
  • Monitors performance of internal and external service providers. Reviews service agreements, ensures their cost effectiveness, ensures service levels are adequate, and ensures that appropriate charges are made, and service levels are met.
  • Regularly reviews and evaluates the overall IT hardware and software infrastructure to ensure that these are kept up to date with industry standards and continue to address business needs. Keeps abreast of technological advancements and innovations, identifies opportunities to apply them to the business and gain first-mover advantage where possible, and initiates IT education of company leaders to keep them abreast of technological developments that can impact the business.
  • Ensures that the IT department is appropriately staffed and that development programs are in place to equip IT staff with the skills, knowledge, and other competencies required for their jobs. Provides overall leadership and direction to create an environment of learning, focus, execution, and overall excellence and motivation. Reviews and evaluates, on a continuing basis, all existing company policies, practices, and procedures for possible revisions and updates in conformity with changing requirements and technologies as well as company objectives and strategies.



Key job requirements include:

  • Bachelor's degree, preferably in a technical, computer-related, or engineering course. A postgraduate degree in a computer field or an MBA desirable.
  • At least 10 years of cumulative experience in IT, including at least 5 years of experience making important architecture and design decisions on software projects, such as the application of architecture design patterns or significant open-source technologies.
  • Experience working as a senior technical leader whose technical design decisions measurably influenced a software development organization
  • Ability to simplify complex ideas and communicate them in writing with clear and logical thinking
  • Must have acted as project manager of and successfully implemented at least two large, cross functional projects
  • Strong project management skills
  • Strong analysis and design skills
  • In-depth knowledge of system analysis, systems design, and management, as well as various database management systems, both on mainframe and client-server environments.
  • Sound knowledge of financial business processes and keeping abreast with business and technology trends.
  • Sound understanding of end-user computing environments
  • Exposure to financial and payment services processes, systems, and solutions is desirable.
  • Exposure to eCommerce platforms and its supporting systems is desirable
  • Experience in Agile methodology specifically with the LeSS (large scale scrum) approach is desirable
  • Act as a technology evangelist to explore and adopt appropriate technology
